GSA Sources Sought for Restoration of Chicago Historic Post Office

The General Services Administration (GSA) is seeking qualified small business contractors (including small disadvantaged businesses such as HubZone Certified, 8(a) Certified, Service Disabled Veteran-Owned and Women-Owned, etc.) with General  Construction Contracting experience for the Restoration of Wood Paneling at the U.S. Post Office at 211 S. Clark Street in Chicago, Illinois.

The intent of this project is to repair and restore historic wood paneling, wood doors, wood trim work, as well as other associated woodwork. The project will also include the fabrication and installation of a new decorative bronze metal railing system to protect the woodwork from future damage. The Chicago Federal Center and Loop Station Post Office building are listed on the National Register of Historic Places; all work must be performed in accordance with the Secretary of the Interior’s Standards for Rehabilitation. The contractor or contractor team shall be familiar with the performance and characteristics of historic wood and wood veneer repair and restoration. The contractor or contractor team shall be familiar with performance and characteristics of granite, as the metal railings may need to be anchored into historic granite flooring. The contractor or contractor team shall also be familiar with performance and characteristics of metal work, specifically bronze. The North American Industrial Classification System (NAICS) code for this procurement is 236220, General Construction. The estimated construction cost is between $1,000,000 and $5,000,000.

This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential sources prior to issuing a formal solicitation. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response.

GSA is in the process of determining the availability, adequacy, and capabilities of potential business sources prior to issuing a Request for Proposals (RFP) for a General Construction Contractor to repair and restore the historic wood paneling, as well as fabricate and install metal railings anchored to historic elements at the U.S. Post Office at 211 S. Clark Street in Chicago, Illinois.

If no responses are received from potentially responsible small business sources, GSA under the FAR part 19.501(b) will have completed its due diligence regarding setting this procurement aside for small businesses and will proceed with procuring this requirement on an unrestricted basis.
