Sources Sought for full building maintenance services – Responses due September 14th.

The following sources sought notice was released by GSA.  If they receive sufficient responses, this valuable procurement for Full Maintenance performance based services at multiple federal buildings and courthouses in and around Pittsburgh and Erie, Pennsylvania may be set aside for small business, Woman-owned small business, Service-Disabled Veteran Owned small business, Small Disadvantaged Business, SBA certified 8(a) businesses, or SBA Certified HUBZone Business.  The deadline is September 14, 2015.

SOURCES SOUGHT NOTICE – THIS IS NOT A SOLICITATION FOR PROPOSAL AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE.

There is no solicitation, specifications or drawings available for this announcement. The Government shall use the results of this market research effort to augment its decision making process with regards to setting aside this contemplated acquisition for small businesses including HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), or Women Owned Small Business (WOSB), .

This notice does not represent a commitment by the Government to issue a solicitation or award a contract.

The General Services Administration, Mid-Atlantic Region Public Building Service, is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support and provide management, supervision, labor, materials, equipment, and supplies necessary to provide Full Maintenance performance based services at multiple federal buildings and courthouses in and around Pittsburgh and Erie, PA. The requirements contemplated herein encompass approximately 1.79 million aggregate square feet across 8 federal buildings.

Full Maintenance services will include, but is not limited to: the operation, maintenance and repair of hvac, electrical, mechanical, plumbing, fire protection and life safety, vertical transportation, engineering, repairs and alterations projects, project review, management support, administrative services, recommissioning, architectural and structural system and controls as located within these facilities.
Interested parties should have experience in singular contracts for the management of a coordinated workforce across multiple facilities (with 2 or more distinct buildings exceeding 300,000 gsf), the management of specialized subcontractor services as relates to the maintenance and operation of complex facility systems and equipment, familiarity with applicable industry and building codes and standards and have performed similar services for greater than 1 year within the 5 years previous to this posting.

The applicable North American Industry Classification System (NAICS) code to be assigned to this procurement is 561210 with an associated small business size standard of $38.5 million.

The result of this market research will contribute to determining the method of procurement, including type of small business set-aside. NO LARGE businesses need to respond to this notice.
